The beluga known as Jelly Bean’s offspring Bertie Botts is an charming small “playful character”. The whale Orion – nicknamed “Onion” – is a sizeable but very loyal friend. A group of thirty captive beluga whales in a Canadian amusement park have become pawns in a struggle between a closed attraction, public officials and welfare campaigners.

But those working directly with the whales say the intense discussion over their destiny often fails to consider the complexities of the whales who, after growing up in captivity, have been thoroughly researched by the people who see them each day.

After the Canadian government blocked the export of the belugas to a foreign facility, the embattled amusement park near the famous falls where they are housed warned to put them down unless the authorities covers the cost of keeping them alive. The nation’s marine resources official has rejected that request, placing the thirty whales in an ever more uncertain position.

Highly Cognitive Sea Creatures

Scientists say that beluga whales’ brain structure, along with their vocal imitation skills, cognitive challenges and communal behavior point to they are remarkably smart creatures – something one caretaker learned personally.

Burgess spent several years as a marine mammal specialist, a position that involved building relationships of the sea creatures.

“Developing those relationships over time takes a lot of dedication and a lot of care. At the outset, they’re very unsure of you,” she said. “Over time, you gain shared confidence. And they start being more trusting with you. It’s just so wonderful and fulfilling.”

Burgess knew the whales were exceptionally cognitive, but she says she was nevertheless surprised by the nuances and unique traits in their personalities. She formed a special affection for a pair of whales with different personalities.

“Eve selected me. Cleo required effort,” she said. “They changed the way I perceive relationships.”

Public Concerns and Facility Decline

Burgess’s connection with the whales progressed against a context of growing public opposition to their confinement.

During her tenure at the facility, seven belugas and the park’s single orca, the orca, died. In all, nineteen belugas have perished at the park since 2019, a statistic which the park ascribes to age-related causes, but which advocates say reflects the substandard environment in which they were maintained.

The facility did not operate to the visitors over the summer, but the former trainer says she observed directly effects of the shutdown. “Structural materials is breaking off from the enclosures because they’re degrading and not being fixed. The whales are exploratory and so they take pieces and move about with chunks in their jaws. It’s heartbreaking to see.”

The facility did not comment to a request for comment, but earlier asserted: “The whales … get far superior health care and 24/7 supervision than any human in the UK, or anywhere else.”

Fate in Limbo and Potential Resolutions

The former employee was terminated from the park in the spring following the passing of a beluga, an sick beluga the employees had to humanely kill. She said the facility thought information of the incident were shared to the press and she was fired not long after.

The ambiguity over the whales’ outcome has left her and other caretakers in distress. She says the facility’s threat to euthanize its whales is a leverage tool and is a “logistically impossible” endeavor, adding any efforts to humanely kill even a individual beluga would require “significant personnel”, trucks and specialized tools.

“It cannot happen in hell the staff would ever do it,” she said.

Burgess advocates for calls for the whales to be removed immediately from the facility, with its crumbling tanks and dwindling staff.

In late September, the nation’s government official denied a request to transfer the whales to China.

“Allowing the application would have meant a perpetual existence in enclosure and a reversion to performance for audiences,” the minister stated. “As the public, we know that marine mammals should be in the ocean, not in enclosures for our amusement. I could not in ethical standing authorize an transfer that would prolong the situation these belugas have endured.”

But Burgess said the official’s comments reflect a more general misunderstanding of the circumstances of living conditions for belugas born in captivity.

“The people needs to understand these are whales that have lived entirely in captivity and they will need ongoing assistance for the remainder of their lives,” she said. “The public just don’t realize that it’s not as easy as saying ‘close it down’.”

Alternative Habitat and Ongoing Debate

As decision makers struggle to find a resolution, ideas have emerged, some of which have questionable practicality. An idea called for the belugas to be released into the wilds of northern regions – where whales are a primary resource of sustenance for local populations.

A proposed sanctuary in the province of eastern Canada, which now received government approval, has proven most controversial. The prospective location, which includes extensive space of protected cove, remains undeveloped. Advocates remain positive that it could eventually represent a permanent answer for eight of the whales.

But, Burgess says, among trainers she’s discussed with, there is “doubts there” about what she said is “simply an experiment” in the whales’ fate.

Some experts say the possibility of a protected habitat reflects a changing attitudes away from zoos and aquariums and could represent a viable approach in the near future.
